Have you been dreaming of a new home for yourself or your family, but you fear or know you can’t afford it?
Does your current home need a new roof or a new bathroom or kitchen? Are you disabled or getting older and need a wheelchair ramp, grab bars, better access into and out of your home, etc.? Or perhaps your utility bills are too much for your budget each month, and you’d like to make some changes?
If you answered yes to any of those questions, you’re right where you need to be!
The Housing Development Alliance (HDA) has served East Kentucky families for 30 years. As a nonprofit affordable housing developer, we’ve built 340 new homes, made over 900 home repairs/rehabilitations, and developed 43 rental units for low-income mountain families. Our work is made possible by the generosity of funders, donors, supporters, and volunteers.
People in the hills of East Kentucky are raised to look out for each other and do all we can to help others. Our programs and services are provided not as a hand out, but as a hand up to hard-working mountain people determined to give themselves and their families a better life.
The Housing Development Alliance serves Breathitt, Knott, Leslie, and Perry counties in Appalachian Kentucky. When funding allows, we occasionally offer our services in Floyd County.
Our programs and services primarily serve low-income people in eastern Kentucky. As a nonprofit, we want to improve our community and the lives of East Kentuckians through affordable housing – affordable new homes, home repairs, and rentals. Following the flood disaster of 2022, we also now offer special programs for flood survivors to help them access our services for affordable new home construction and home rehabilitation/repairs.

Clients who qualify for our Homeownership Program receive Housing Counseling as a free service. Our Housing Counselor educates and coaches families on home maintenance, budgeting, debt management, and more as they prepare to become homeowners. Find out more about this key aspect of the HDA homeowner experience here.
HDA’s affiliate CDFI (Community Development Financial Institution) plays an important role in generating economic growth and opportunity in our area. Redbud’s goal is to provide access to financial products and services – like low-interest loans and credit counseling & recovery – for local residents and businesses. What do HDA houses look like? What kind of floor plans are available to you? See for yourself by visiting this page! As you build your dream home in your mind, our floor plans will help you envision it even clearer.
Houses built by our Hope Building Program are sold on the open market. We build much fewer of these houses in a year than we do our income-based houses, but when a middle-income home is being built or is up for sale, we advertise it widely. To find out much more about these homes, click here. All questions about our middle-income houses can be sent to our New Home Specialist.
Visit our Frequently Asked Questions to get the information you need about the Homeownership process, Home Repair process, getting started/signing up and qualifying, and so much more! If you have a question that isn’t listed, please consult our staff directory and contact the appropriate staff person for assistance.
Every East Kentucky family deserves a home they can afford. Help us transform lives through affordable housing!
